Plans, organizes, and directs the work of a professional appraisal staff assigned to the annual mass appraisal of commercial real property for ad valorem tax purposes. Oversee annual calibration of valuation models. Manage the appeals process for all commercial properties. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practices (USPAP).

 

This position requires the employee to remain accessible while working in the field and as needed, outside normal business hours. The employee must be able to receive work-related communications and access the County’s network remotely through a reliable internet connection.

 

 

Annual appraisal processes for Commercial Division.

  • Complete the reinspection process timely and accurately.
  • Identify data discrepancies causing uniformity issues within neighborhoods and model types.
  • Implement strategies for equalizing data elements.
  • discover list and value all commercial new construction and demolition timely and accurately.
  • Follow and comply with the annual PVD Revaluation Maintenance Specifications and Compliance Guide.

 

Annual model building and calibration.

  • Review and update sales benchmarks as needed to reflect current market values.
  • Review and update all elements of the income approach as needed to reflect current market values. Review and update local cost multipliers and depreciation tables as needed to reflect current market values.
  • Manage the final review of all commercial properties according to compliance standards that test within ratio study standards.

 

Annual property appeals.

  • Maintain high levels of professionalism at all levels of the appeals process.
  • Ensure that property owners are treated fairly and that appraisers are prepared to explain the appraisal process and how the final value of their property was determined.
  • Ensure a timely completion of appeals processes according to statutory timelines.

 

 

Minimum Qualifications: High School Diploma or Equivalent. Six years of mass appraisal experience with two years of supervisory experience and two years of appraising income producing properties. Up to four (4) years of experience may be substituted with education that provides applicable knowledge and skills. State of Kansas Registered Mass Appraiser (RMA) must be obtained within two 2 years of hire date. Has successfully completed the following courses: • IAAO Course 101 – Fundamentals of Real Property Appraisal •IAAO Course 102 – Income Approach to Valuation •IAAO Course 300 – Fundamentals of Mass Appraisal •Uniform Standards of Professional Appraisal Practice (USPAP) • Kansas Property Tax Law • Orion Introduction and Overview of Basic Functionality. Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver’s license without restrictions and current proof of automobile insurance. Must have a properly registered and licensed passenger vehicle to use on a daily basis.

 

Preferred Qualifications: Eight years of progressively responsible mass appraisal experience with three of supervisory experience Bachelor’s degree from an accredited college or university in Real Estate, Economics, Business Administration, or a related field. At least one mass appraisal designation: Certified Assessment Evaluator (CAE), Residential Evaluation Specialist (RES), Assessment Administration Specialist (AAS), Mass Appraisal Specialist (MAS), or Registered Mass Appraiser (RMA) required.
