The College Sports Commission (CSC) is seeking motivated, high-performing, and team-oriented attorneys to serve as Investigations Counsel within its Department of Investigations. This position reports to the Head of Investigations & Deputy General Counsel.

Investigations Counsel will be responsible for conducting sensitive investigations into potential rules violations by Division I student-athletes and institutions pertaining to: (1) revenue sharing between student-athletes and schools; (2) name, image, and likeness (NIL) agreements between student-athletes and third parties; and (3) roster limits. These rules were created as a result of the landmark settlement in House v. NCAA (“ House ”), which allows student-athletes to benefit financially from their participation in intercollegiate athletics. Following the House settlement, the CSC was established as the enforcement entity overseeing compliance with the new rules.

The CSC’s work policy requires four days per week in-office (outside of field work and travel) at its worksite in Tysons Corner, Virginia.

Responsibilities

  • Develop and execute investigative plans with the Head of Investigations and CSC investigators to evaluate allegations involving:
    • Institutions exceeding or circumventing the revenue sharing cap by paying student-athletes more than the per-school limit (currently $20.5 million);
    • Failure to report third-party student-athlete NIL deals or other noncompliance with the rules that ensure deals are legitimate and not impermissible pay-for-play; and
    • Violations of roster limit rules
  • Conduct interviews virtually and in-person throughout the United States and professionally engage with student-athletes, school officials, deal sponsors, attorneys, whistleblowers, and others
  • Review and analyze documentary and forensic evidence, including text messages, emails, and social media
  • Provide concise progress updates on assigned matters to executive management
  • Prepare organized and well-written investigative summaries analyzing collected evidence and detailing findings
  • Efficiently balance workload obligations and coordinate with the Head of Investigations on priority matters
  • Exhibit discretion and ensure confidentiality when evaluating allegations and conducting investigations
  • Potentially assist with arbitration proceedings when investigative findings and imposed penalties are challenged by student-athletes or participating institutions
  • Conduct legal research, as needed
  • Productively collaborate with team members and provide additional support to the CSC

Qualifications & Skills

  • Strong preference for attorneys with the following backgrounds: (1) prior work as a prosecutor or experience working for a regulatory or enforcement agency; (2) inhouse or law firm experience handling internal or government-facing investigations, compliance, or risk management on behalf of corporate clients or institutions; or (3) federal clerkship
  • Opportunity for early career attorney with 3-6 years of legal experience and exceptional judgment

  • J.D. from an accredited law school, licensed and in good standing to practice law in at least one U.S. state or U.S. territory, and ability to maintain licensing requirements, including any mandatory Continuing Legal Education (CLE) if applicable
  • If not licensed in Virginia, the applicant must be eligible to register with the State of Virginia Bar under Part II of Rule 1A:5 as a Corporate Counsel Registrant
  • Flexibility and availability to regularly travel, including sometimes on short notice, to conduct in-person interviews, collect evidence, and otherwise advance the interests of the CSC
  • Must be able, with or without accommodation, to perform core position functions, which include, but are not limited to, thinking (concentrating, focusing, assimilating information), reading, writing, listening, typing, speaking, and sitting for extended periods, as well as satisfying the above-mentioned travel obligations
  • Working knowledge of Microsoft Office

Salary Range: $150,000 - $240,000

The salary range for this position is a good faith estimate based on a wide range of factors including qualifications, experience and training, operational and business needs, and other considerations permitted by law. Starting salaries for new employees are frequently not at the top of the applicable salary range. The CSC offers a benefits package, including health insurance coverage (medical dental, and vision), 401(k) with employer match, and paid time off.

The CSC is an independent body established in 2025 to oversee and enforce compliance with rules governing student-athlete compensation in college sports, including institutional revenue sharing and third-party NIL agreements.
